How do I become a surrogate mother?

I am 24 years old and I live in Ca. I have one beautiful baby and had the PERFECT pregnancy. I have always been interested in surrogacy and now I feel like I am in the perfect position to start that journey. My question is: How do I go about doing this? I contacted a few agencies on the web, but it is hard to know if they are legit. Is it best to go with an agency or independent? I just need to know how to get the ball rolling. Any recommendations? How do I become a surrogate mother?
They usually have ads for them in the parenting magazines or research them online.
