I am confused. If it is your husband who has medical issues, why do you need surrogate MOTHER? Medication for crohn's disease can reduce sperm quality and motility however some form of assisted reproduction technique (IVF-ICSI) could still help YOU become pregnant using your husband's sperm. If that is not possible due to unavailability of sperm, or you wish to avoid the risk of passing Crohn's on to your offspring (there is a genetic component in Crohn's) then you may opt for donor sperm.
If you are a heterosexual couple (I'm assuming you're female here...) healthy and able to bear a child there is no reason why you should need a surrogate because of your husband's Crohn's. What you might need is a sperm donor.
Your family doctor (or even his own specialist) might be able to point you in the right direction as to a fertility centre. Costs will vary depending on the kind of treatment you require.
