No, twins are conceived at the same time and are born to the same mother. Identical twins come from the same fertilized egg that splits after conception. Fraternal twins are conceived when there are two eggs to fertilize. If the twins you describe were conceived by in vitro fertilization using the eggs and sperm of the same mother and father and then implanted into two surrogate mothers, they'd be full biological brothers and sisters.
