Should the law protecting surrogate mothers be universal?

should the law that protects surrogate mothers and their babies be universal for example, in the united states the law on surrogacy varies from state to state, in india the law is almost non existant, so do u think that a universal law should be formulated? if so by who? and who should enforce it?

what are the drawbacks? would it be another case of a rich country overpowering the poor?Should the law protecting surrogate mothers be universal?
I think that if we as the US have a law, it should stay in the US. Havent we already poked our noses in places where they dont belong. We need to worry about our country and not anyone else. That is why we are in the mess we are right now. Worry about one person.....you and that is it.Should the law protecting surrogate mothers be universal?
