The place of birth is up to the intended parents. This is because not only are the intended parents providing the insurance for the surrogate mother, but they are also financially responsible for any and all costs. Therefore, it is their decision. Also, let me add that because it is the intended parent's child being born, they get the final say.

I think it is up to the surrogate as well as the family. It would also depend on the insurance covering the birth.
It might be like that but I thought it was the persons choice who they are surrogating for.

IT IS A REQUIREMENT THAT ALL HUMANS BE BORN IN A HOSPITAL. HOSPITALS WERE CREATED BEFORE HUMANS FOR THIS PURPOSE. ADAM %26amp; EVE WERE BORN IN GARDEN OF EDEN MEMORIAL HOSPITAL. THIGH WAS THE OBGYNUROLOGIST TO THINESELF.
