Can fertile women still choose to have a surrogate mother give birth to their child?

what i'm trying to say is if surrogate places allow fertile women to use a surrogate mother. like if they want to raise a child without giving birth to it.Can fertile women still choose to have a surrogate mother give birth to their child?
its legal but they would be put at the bottom of the waiting list and constantly put behind new infertile women. they could certainly out thier names down but i dont believe theyd actually ever be given a surrogate mother.

in most places though i say theyd just be flat out refused.

of coarse they can but if the birth mother gets like 2 days to make sure she doesnt want the child and it cost alot as well
